The Scottsdale Unified School District (SUSD) Governing Board established a revised Self-Insurance Trust (SIT) Board on May 14, 2019 pursuant to Arizona Revised Statutes (“A.R.S.”) §15-382 and §15-387. The SIT encompasses employee benefits, property/casualty and workers’ compensation insurance coverage.

How is the SIT Governed?

The SUSD Self-Insurance Trust is governed by individuals appointed by the SUSD Governing Board. There are a minimum of three members and, when an SUSD Governing Board member or employee serves as a trustee, there shall be a maximum of five members. In compliance with state law, the Scottsdale Unified School District places all self-insurance program funds in a trust fund that is administered by trustees. The Board of Trustees approves expenditures approved by the trust to various vendors for all aspects of the insurance program. These entities include, but are not limited to, Kairos Health Arizona for employee health insurance, The Alliance for workers’ compensation and the Arizona School/Risk Retention Trust for property/casualty insurance. The Trustees accept, hold, preserve, protect, invest, and make payments from the Trust Fund pursuant to the Trust Agreement and in the best interests of the Scottsdale Unified School District.

Pursuant to ARS 15-382.C and the Board approved Self-Insurance Trust Document, the Governing Board may appoint at least five Trustees to administer the Self-Insurance Trust.  No more than one Trustee may be a Governing Board member and no more than one may be a SUSD employee.  The Self-Insurance Trust Board will be comprised of a Governing Board member, Administrator (individual appointed by the Board to oversee the day-to-day operations of the Trust), and three Trustees.
