MINUTES OF THE SPECIAL MEETING
OF THE GOVERNING BOARD
SCOTTSDALE SCHOOL DISTRICT NO. 48

May 22, 2002 A Special
Meeting of the Governing Board of the Scottsdale Unified School District,
#48, Maricopa County, was called to order at 7:10 PM, at the Scottsdale
School District Education Center Board Room, 3811 North 44th
Street, Phoenix, Arizona. Board Members
in attendance were David R. Goldstaub, Clerk; Shari Avianantos; and Thomas C.
Carey. Barbara A. Newby, President,
and Sandra Zapien-Ferrero were absent.
Mr. Goldstaub, Clerk, chaired the meeting. Superintendent Barbara F. Erwin, and Associate Superintendent
Don Jefferies were also present. A
quorum was present. Mr. Goldstaub
called upon Superintendent Erwin to present the issue before the Board at
this time, Action Item II. A. Proposition 301 Shortfall/Teacher
Compensation. Dr. Erwin explained
that at a previous meeting approximately three weeks ago, the Board had
agreed to stay the reduction of teacher salaries, based on Proposition 301
shortfalls, in hopes that Senate Bill 1232 would pass both the House and the
Senate and be signed by the Governor, allowing school districts to borrow
against future projected Proposition 301 monies to finish this year’s
contracts, enabling this District to pay out the amounts the teachers are
expecting. Senate Bill 1232 has
passed both the House and the Senate and as of this meeting is still awaiting
the Governor’s signature, which as the Administration was informed, the
Governor will sign. The
Administration needs direction from the Board on if it should go ahead and
mail the final paycheck to teachers in the amounts originally provided in the
salary schedule for the 2001-2002 school year, under the assumption that
Senate Bill 1232 will be enacted; or alternatively, if Senate Bill 1232 is
not signed by Governor Hull, the Administration is asking for an alternative
action plan to deal with teacher compensation for the 2001-2002 school year
to comply with the Proposition 301 revenue shortfall. Mr. Goldstaub called upon Scott Barker, President of the Scottsdale Education Association (SEA), to discuss the SEA’s position on behalf of teachers in this District. Discussion
ensued between the Governing Board, Administration and Mr. Barker regarding
the use of the Plant Fund and the mechanics of Senate Bill 1232. Mr. Carey moved
that teacher
compensation for the 2001-2002 year shall be paid in the amounts originally
provided in the salary schedule for the 2001-2002 school year. Should Senate Bill 1232 be signed by the
Governor by no later than the absolute deadline provided by law, the
mechanisms provided by Senate Bill 1232 shall be implemented to fund said
compensation amounts. Alternatively,
if Senate Bill 1232 is not signed by the Governor by the absolute deadline as
provided by law, this Board authorizes the appropriate amounts to be taken
from the existing Plant Fund money. Mrs. Avianantos
seconded the motion. The motion was
approved with a vote of 3 – 0. At 8:15 PM, Mr.
Carey moved to adjourn the meeting.
